COWASH Research

The CMP approach has been studied and analysed under several research projects including one PhD level research and three Master’s level research papers. The research papers are providing critical analysis and more in-depth information on impacts and challenges of CMP in order to further develop the practices and guidelines of CMP approach and support evidence based decision making. This section includes both academic research papers and more practical case studies on CMP. 



Evolution of Community Managed Water Supply Projects (CMP) from 1994 to the 2010s in Ethiopia

The first article of the  PhD Candidate, Beshah M. Behailu and co-authors of Arto Suominen and Tapio Katko is approved to b published in Public Works Management & Policy Journal. 

The paper discusses the evolution of Community Managed Projects (CMP) along with the global community-based management of water supply and sanitation services since the 1960s and particularly the evolution of Ethiopian water resources development in the last century. The study was conducted with intensive reviews of journals, reports, project documents and discussions with the people involved in CMP implementation including many Ethiopian government officials. The paper presents the various development phases of the water and sanitation sector in Ethiopia together with national and global influences. Currently, in the 2010s, the CMP financing mechanisms and the national development of water supply and sanitation are more organized and integrated and are in the stage of scaling up. The recently agreed national water, sanitation and hygiene strategic framework is expected to have significant impacts on the rural water supply and sanitation development in Ethiopia.

Effective and Sustainable WASH Services, July 2015 in 38th WEDC conference

This case presents the development and scaling up of the Community Managed Project (CMP) approach. It is a rural WASH project implementation modality developed in Finland-Ethiopia bilateral projects. The approach was initiated in 2003 and in 2011 it was scaled-up to the national level where it is currently implemented in 76 districts in five regions. The key feature of CMP is the decentralization of the project’s financial and managerial accountability to community level. To date more than 10,000 schemes have been constructed with CMP. This paper describes how the approach works, its results, challenges and a number of lessons learned. CMP has achieved a great speed and efficiency of construction and high functionality of the schemes while some challenges remain in the area of trust on community’s capacity to manage the schemes. The next step will be scaling-up the approach to sector-wide implementation.

Training Impact Assessment of 2004 EFY trainings

COWASH Capacity Building Specialist with support from the HRD Specialist carried out Training Impact Assessment of COWASH trainings provided in 2004 EFY. The report is attached. Another research is planned to be conducted for 2005 EFY trainings. This is called Training Impact Research and it will be outsourced to a consultant company.

The research project on Community Managed Project (CMP) approach (ReCMP) has progressed as planned (30.05.2014)

The CMP related research project, ReCMP is approaching its final stages. All the planned M.Sc. and B.Sc. thesis researches have been completed and are published in http://www.cmpethiopia.org/page/500. The reader is recommended to review the actual research reports.

Also the summary of the completed works, Evaluation of CMP Research Project 2012-2014 – Findings and Recommendations, can be found in the http://www.cmpethiopia.org/page/184.

According to all the research results so far, the CMP approach seems to be as efficient as the project reports from Amhara and Benishangul-Gumuz have shown. This is mainly seeing in the implementation efficiency, strong ownership and technical functionality of constructed water points.
