Evolution of Community Managed Water Supply Projects (CMP) from 1994 to the 2010s in Ethiopia

The first article of the  PhD Candidate, Beshah M. Behailu and co-authors of Arto Suominen and Tapio Katko is approved to b published in Public Works Management & Policy Journal. 

The paper discusses the evolution of Community Managed Projects (CMP) along with the global community-based management of water supply and sanitation services since the 1960s and particularly the evolution of Ethiopian water resources development in the last century. The study was conducted with intensive reviews of journals, reports, project documents and discussions with the people involved in CMP implementation including many Ethiopian government officials. The paper presents the various development phases of the water and sanitation sector in Ethiopia together with national and global influences. Currently, in the 2010s, the CMP financing mechanisms and the national development of water supply and sanitation are more organized and integrated and are in the stage of scaling up. The recently agreed national water, sanitation and hygiene strategic framework is expected to have significant impacts on the rural water supply and sanitation development in Ethiopia.

Rural Water Supply Operation and Maintenance Management Strategic Framework and Manual Workshop held

RWS O&M Manual and Strategic Framework

The consultant has submitted the draft documents of all the manuals and strategic framework. Therefore a workshop to discuss these documents thoroughly was organized by COWASH on April 28-30/2015 in Capital Hotel in Addis Ababa. A total of 39 participants, all male, attended the workshop and the participants were from all the regional water bureaus except Diredawa and Somali (although these two regions were also invited), representatives of federal level WASH stakeholders (WaterAid, UNICEF, CRS, MWA and JICA), private consultants, the national WASH consultants & relevant experts from MoWIE and COWASH staff. The first day of the workshop was organized to discuss the strategic framework, the second day for discussing selected parts of the manual in group works and the third day was for presenting the results of the group work and discussion on the groups’ comments and recommendations.

The workshop was very participatory and discussions were hot. Based on the workshop results the consultant will now revise the Strategic Framework and manuals for finalization.

CMP Management Training in Benishangul Gumuz

Community-Led Accelerated WASH (COWASH) Federal TA Team has conducted the Community Managed Project (CMP) approach training for four employed RSU staff, bureau staff, woredas (districts) and two zones of Benishangul Gumuz (BG) region from 15th to 20th December 2014 in Assosa, the capital city of the regional state. The training event was also a launching workshop in which each district and zone was represented by heads and experts from all concerned offices. Raising awareness about CMP and its implementation procedures was the major objective of the training.

Community-Led Accelerated WASH (COWASH) conducted a training for trainers (TOT) that focuses on the establishment and election of water, sanitation and hygiene committee (WASHCO) from March 30 – April 1, 2015 in Bambasi town of Benishangul Gumuz National Regional State.

Journalists Visited COWASH projects

A team of journalists from Finland visited Finland-Ethiopia bilateral development cooperation projects in Amhara National Regional state in Ethiopia from 24-26 March 2015. The team was also accompanied by a led by Ms. Sirpa Mäenpää, Finnish Ambassador to Ethiopia.

Ministry of Water, Irrigation and Energy (MoWIE) celebrated the International Women’s Day here in Addis Ababa on 5 March 2015. The event which was attended by more than 500 participants who were led by H.E. Wondimu Takile and H.E. Kebede Gerba, state ministers.) Women’s and Youth Affairs Directorate at the MoWIE and Community-led Accelerated WASH (COWASH) were responsible for the organization of the event.

COWASH participates the 6th National Hygiene and Environmental Health Experience Sharing Forum

COWASH took part in the 6th National Hygiene and Environmental Health Experience Sharing forum which was held in Dire Dawa from 26-28 February 2015. The experience sharing event, organized by the WASH Ethiopia Movement and Ministry of Health, attracted more than 100 environmental health professionals and other stakeholders including COWASH staff members who gathered at Triangle Hotel to learn about the recent developments in the sector.
